NEW ORLEANS (AP) — One person was shot to death Thursday afternoon and three others were injured in the French Quarter, New Orleans' historic tourist district, police said. Police responded to the shooting at the intersection of Iberville and Royal streets at around 12:21 p.m. and had at least one of three suspects in custody, Police Superintendent Anne Kirkpatrick told reporters. Kirkpatrick said at least three masked suspects were in a silver 2016 Honda Accord when they pulled up outside Dickie Brennan’s Steakhouse and opened fire. “This was not random, and we could see that,” Kirkpatrick said in a media briefing at the scene. The arrested suspect's name and the expected charges have not yet been released. Kirkpatrick urged the other suspects to come forward. “We know who you are,” she said. “We're asking you to come in, turn yourself in.” At least one firearm has been recovered, she said. From taking charge as CM at a young age to becoming a strong voice for tribal communities, his political career has been shaped by numerous challenges. A pivotal moment in his career came in 2016 when the BJP-led government attempted to amend laws protecting tribal land, such as the Chotanagpur Tenancy Act and the Santhal Pargana Tenancy Act. In 2019, Soren, with the backing of his allies Congress and RJD, reclaimed the Chief Minister’s office. His JMM party won 30 seats, its highest ever in the 81-member Jharkhand Assembly, signalling the growing popularity of his leadership. Soren’s tenure, however, hasn’t been free of controversy. In early 2023, he found himself embroiled in a money laundering case linked to a land scam. He was arrested shortly after resigning as Chief Minister on January 31. Following nearly five months in jail, Soren was granted bail by the Jharkhand High Court in June, which observed that there was no likelihood of him committing the offence. Soren has consistently maintained that his arrest was politically motivated, and he has referred to himself as a victim of a conspiracy aimed at undermining his government. Despite these challenges, his strong voice for the state’s tribal population has been central to his political identity. He has been at the forefront of initiatives that aim to empower tribals, ensuring they receive the benefits of the state’s economic growth. Under his leadership, the state government launched the ‘Apke Adhikar, Apki Sarkar, Apke Dwar’ scheme, which brought government services to the doorstep of the people. Furthermore, the expansion of the state’s pension scheme and the ‘Mukhyamantri Maiyan Samman Yojana,’ which provides Rs 1,000 financial aid to women in the age bracket of 18-51 years, have become key pillars of his administration. In a Sunday announcement naming his ambassador to Denmark, Trump wrote that, “For purposes of National Security and Freedom throughout the World, the United States of America feels that the ownership and control of Greenland is an absolute necessity." Trump again having designs on Greenland comes after the president-elect suggested over the weekend that the U.S. could retake control of the Panama Canal if something isn't done to ease rising shipping costs required for using the waterway linking the Atlantic and Pacific oceans. He's also been suggesting that Canada become the 51st U.S. state and referred to Canadian Prime Minister Justin Trudeau as “governor” of the “Great State of Canada.” Stephen Farnsworth, a political science professor at the University of Mary Washington in Fredericksburg, Virginia, said Trump tweaking friendly countries harkens back to an aggressive style he used during his days in business. “You ask something unreasonable and it’s more likely you can get something less unreasonable,” said Farnsworth, who is also author of the book “Presidential Communication and Character.” Greenland, the world’s largest island, sits between the Atlantic and Arctic oceans. Professor Azeez also called for acquisition of modern research tools comparable to those used globally, adding that such equipment would enhance the university’s research capabilities and support the institution’s 1:10:100 academic excellence agenda as envisioned by the Vice-Chancellor. Stressing the importance of preventive healthcare, she recommended regular monitoring of blood pressure and other vital parameters for early detection and management of health issues. She called on governments and institutional managers to ensure hygienic environments free from open-air emissions from diesel engines and generators. This, she noted, would protect workers and residents from the harmful effects of such pollutants. Professor Azeez proposed incorporating ECG technology into veterinary care to facilitate early diagnosis and treatment of cardiovascular issues, particularly in animals exposed to environmental toxins and exotic species. She advocated for the provision of safer migration routes for grazing livestock during the dry season to reduce their exposure to environmental hazards. However, legal advice was that a policy that half of new recruits to the Police Service of Northern Ireland (PSNI) should be women was “not viable”, a memo from 2002 said. Stormont officials did seek legal advice that year on whether the new force’s policy of recruiting 50% of all officers from the Catholic community could be challenged as discriminatory towards ethnic minorities. Details are contained in documents held at the Public Record Office in Belfast. Hundreds of the files are being opened for public viewing under the 30/20 year rule. The majority of the files deal with events in 2003, although some are from earlier years. The PSNI replaced the RUC in 2001 following a number of reforms proposed by Lord Patten. Catholics had been under-represented in the RUC, so a 50:50 recruitment policy ran for the first decade, meaning one Catholic recruit for every one person from a Protestant or other background. A file shows an exchange of emails between civil servants in the Office of the First Minister/Deputy First Minister (OFMDFM) following a PSNI human rights conference hosted in October 2002. One of the emails was seeking further information on comments at the conference about recruiting people from ethnic minorities to the force. A responding email said: “It’s all about the Patten formula of 50/50 recruitment: 50% Roman Catholic and 50% Protestant and Others. Minority Ethnics fall into the Others. “The issue, at present, is that most applicants still fall into the latter category (around 65% from memory) so this increases the competition within this grouping and makes the candidate less likely to be successful – this could therefore disadvantage Minority Ethnics. “Joe (Stewart) suggested that options could be to move Minority Ethnics to the Roman Catholic Category or alternatively create a 3rd category, say of 2%. “The issue needs further consideration including how any requirement for change could be progressed.” Another email adds: “When the Race Directive was being negotiated, we drew NIO’s (Northern Ireland Office) attention to the 50/50 recruitment policy and suggested they might want to take this up as we thought it could potentially be discriminatory on the grounds of race (likely to be proportionally more non-RC ethnic minorities than RC). “NIO did not not pursue.” Within the file there are clippings from media reports at the time where concern is being raised about the impact of 50:50 recruitment on police numbers after then PSNI chief constable Hugh Orde announced he was axing the force’s band due to resource pressures. Another internal email was then sent on December 12 under the title “50/50 Recruitment and Race”. It says: “Consideration was also given to including women on a 50-50 basis but legal advice at the time was that this was not viable despite their severe under-representation in the police force.” It says the “50:50 split Catholic/non-Catholic has recently survived a legal challenge”. The email continues: “There may still be a point (although unpopular to argue) that the percentage ethnic minority is too small to claim disadvantage/indirect discrimination – ironically the higher the percentage population of ethnic minorities, the stronger would be the claim for advantage/indirect discrimination because the lower the chance of recruitment to the PSNI (ie because the larger the share of the non-Catholic pool). “Interestingly, a stronger challenge could be brought by a young person for age discrimination whom statistics consistently show is more likely to be not religious and so in the ‘non Catholic’ pool. “Politically, there could be difficulties because there is a high profile agenda in GB at present to recruit ethnic minorities into the police service post-Macpherson/Lawrence.” There is also a draft note seeking legal advice on the issue which states that the 50:50 recruitment policy “would seem to be incompatible with the implementation of the (Race) Directive”.

ROME — How is Santa Claus able to visit billions of homes around the world in a single night? He has help. The men and women serving at the Eastern Air Defense Sector on the Griffiss Business and Technology Park in Rome are on hand this Christmas Eve to help track Santa in his flight, a duty they have undertaken for decades. And they are only part of a larger tracking operation by NORAD. “EADS is always happy to support NORAD’s Santa tracking operation,” said Col. Joseph F. Roos, EADS Commander. “Our highly trained Airmen defend the homeland day and night, and they are prepared and ready to track Santa this December 24.” EADS, which is responsible for the air defense of the United States east of the Mississippi River, is composed of the New York Air National Guard’s 224th Air Defense Group, a Canadian Armed Forces detachment, U.S. Army and Navy liaison officers, and federal civilians and contractors. EADS also has a squadron and a detachment in the National Capital Region. The annual tracking operation involves radar systems, satellites, and fighter jets that work in tandem to follow Santa’s sleigh as it travels from the North Pole. Real-time updates are provided to eager children and families through NORAD’s official Santa Tracker website and hotline at www.norad santa.org. Trackin g is also available on Facebook and YouT ube. The tracking begins at 4 a.m. on Dec. 24. And starting at 6 a.m., children and parents can call to get updates on Santa’s journey by dialing 1-877-446-6723 to speak to a live phone operator or to hear a recorded update. The modern tradition of tracking Santa began in 1955 when a young child accidentally dialed the unlisted phone number of NORAD’s predecessor, the Continental Air Defense Command operations center. The Director of Operations, Colonel Harry Shoup, answered the phone and instructed his staff to check the radar for indications of Santa making his way south from the North Pole. A tradition was born and continued when NORAD was formed in 1958. Each year since, NORAD has dutifully reported Santa’s location on Dec. 24 to millions of children and families across the globe.
