The size of the Civil Service has increased from a low of around 384,000 in mid-2016, and the Tories went into the general election promising to reduce numbers by 70,000 to fund extra defence spending. The summer of 1979 featured disco in the nightclubs, “Saturday Night Fever” on the radio, and long lines at the gas pumps, where prices were high and supply was short. High unemployment, inflation and the energy crisis engendered by foreign oil producers crippled the country. The 444 days of the crisis when a newly revolutionary Iran took and held American hostages, coupled with the deaths of eight servicemen in a botched rescue attempt, had begun. In 1980, Russia invaded Afghanistan, and the U.S. response was a boycott of the 1980 Moscow Olympics. Confidence in the American way of life waned and convinced many Americans that the man in the White House, Jimmy Carter, was inept, unlucky or both. His approval rating plummeted to a record low as a recession and a growing perception of weakness took hold. It was a crushing blow to an administration that began with promise and optimism. “The tragedy of Jimmy Carter is that his fourth year was disastrous,” Robert A. Pastor told The Atlanta Journal-Constitution. He was a Carter adviser and professor of international relations at American University before his death in 2014. “The number of setbacks that occurred ultimately set the stage for his defeat and has colored the way people look at Jimmy Carter,” said Pastor. “And it has prevented them from appreciating what he did do.” Carter rose from relative obscurity to the presidency in two years, with the help of his family and the Peanut Brigade, friends from Georgia who knocked on hundreds of thousands of doors across the U.S. to vouch for him face-to-face with Americans. He offered “a government as honest as the people,” after the national embarrassment of President Richard Nixon and the Watergate scandal. Carter’s first three years in office yielded “extraordinary accomplishments,” Pastor says. The president brokered the Camp David Accords, a peace agreement between Israeli Prime Minister Menachem Begin and Egyptian Prime Minister Anwar Sadat. That led to the two foreign leaders winning the 1978 Nobel Peace Prize. He normalized relations with China and made human rights a cornerstone of U.S. foreign policy. Carter signed the Panama Canal treaty, established the departments of energy and education, and vastly expanded national parks and recreation areas and preserves, including the Chattahoochee River National Recreation Area — one of metro Atlanta’s favorite green spaces. Carter — as a Democrat — deregulated airlines, transportation, financial institutions and lifted sanctions on actions such as the home brewing of beer, which eventually led to America’s craft-brewing boom. Definitively, he cut oil imports by half in an effort to free the nation from energy dependence on foreign nations. That dependence had become frighteningly clear from an oil embargo by OPEC nations, which had jacked up fuel costs, caused shortages and hamstrung a faltering economy. Carter tried to address the economic and other problems in what came to be known as the “malaise” speech, even though he never uttered that word. His fifth major address on the energy crisis, the speech was complex, preachy and prescient. The speech was well received until, as historian Douglas Brinkley noted in a PBS documentary, “it boomeranged on him” with a series of following events. In the speech, he asked American’s to return to their roots of optimism and faith in democracy and each other. He described an erosion in trust among neighbors and a gridlocked government beholden to special interests as a “crisis of confidence.” “In a nation that was proud of hard work, strong families, close-knit communities, and our faith in God, too many of us now tend to worship self-indulgence and consumption,” he said. “Human identity is no longer defined by what one does, but by what one owns. But we’ve discovered that owning things and consuming things does not satisfy our longing for meaning. We’ve learned that piling up material goods cannot fill the emptiness of lives which have no confidence or purpose.” Carter urged a new age of limits and sacrifice. “The solution of our energy crisis can also help us to conquer the crisis of the spirit in our country,” he said. To some, it came across as more of a sermon from the life-long Baptist Sunday school teacher than a presidential address. A week later, Carter asked his entire Cabinet to resign, a poorly managed house-cleaning that suggested the White House was falling apart. Many came to believe that Carter — not the loss of vision and hope by the American people — was the problem. As the economy’s fluttering drift continued, the former Navy engineer was criticized as being a micro-manager and more interested in the process of setting up policy than he was in producing effective ones. He had to fend off attacks of being too much of a D.C. outsider to get much done inside the Beltway, and he suffered other inside attacks for being too conservative for the liberal wing of his party. And when he ran for reelection, he was challenged in his own Democratic primary by U.S. Sen. Ted Kennedy, which made matters worse. A year later, Ronald Reagan defeated Carter in a landslide. Carter returned to Plains to lick his wounds and begin the long work that 24 years later would earn him the Nobel Peace Prize. Carter admitted his mistakes as president three decades after leaving the White House, but said he didn’t regret what he did. “I never have felt discouraged or disappointed when I look back at those four years,” he told TV interviewer Charlie Rose during a media tour in 2010 to promote his book “White House Diary.” To “60 Minutes” reporter Lesley Stahl he said, “I think I was identified as a failed president because I wasn’t reelected.” Carter told interviewers that his proudest achievement was that “all the hostages in Iran came home alive.” They were released moments after Reagan took the oath of office. If he could do anything differently, he has said, he would have sent one more helicopter in an attempt to rescue the hostages. Three of the eight helicopters failed, causing the mission to abort. The botched rescue further entrenched his perception of ineptitude. He was tagged as weak “because I didn’t bomb Iran,” he told Rose. His biggest mistake? “Not becoming a trusted and supported leader of the Democratic party,” he told Rose. “I ran as an outsider,” he recalled. “I rode the wave of dissatisfaction with the government.” “Americans were discouraged and embarrassed,” as he ran for president, he told Rose. The Vietnam War had just ended, Richard Nixon had resigned the presidency after Watergate. The country had witnessed the assassinations of John F. Kennedy, Robert Kennedy and Martin Luther King Jr. Americans were cynical and deeply distrustful of government. “I capitalized on the displeasure of the American people,” he said. But as president, he also pursued an aggressive agenda to right the ship that confused voters and alienated lawmakers. He had big and futuristic ideas, but some analysts said he struggled to explain those to voters in ways that resonated with them. Reagan took office, welcomed home the U.S. hostages from Iran, and removed the solar panels that Carter had installed on the roof of the White House. Carter went on after his presidency to establish a continuing life on the world stage through his work at the Carter Center, eradicating diseases, brokering peace between warring nations, ending hunger, fighting for the environment and human rights without the constraints of having to answer to a voters, a political party or Congress. Here’s how China plans to fight back The measure is traditionally strongly bipartisan, but not this year as some Democratic lawmakers protest the inclusion of a ban on transgender medical treatments for children of military members if such treatment could result in sterilization. The bill is expected to pass the House Wednesday and then move to the Senate, where lawmakers had sought a bigger boost in defense spending than the $895.2 billion authorized in the compromise measure before them. Lawmakers are touting the bill’s 14.5% pay raise for junior enlisted service members and a 4.5% increase for others as key to improving the quality of life for those serving in the U.S. military. Those serving as junior enlisted personnel are in pay grades that generally track with their first enlistment term. Lawmakers said their pay has failed to remain competitive with the private sector, forcing many military families to rely on food banks and government assistance programs to put food on the table. The bill also provides significant new resources for child care and housing. “No service member should have to live in squalid conditions and no military family should have to rely on food stamps to feed their children, but that’s exactly what many of our service members are experiencing, especially the junior enlisted,” said Rep. Mike Rogers, R-Ala., chairman of the House Armed Services Committee. “This bill goes a long way to fixing that.” The bill sets key Pentagon policy that lawmakers will attempt to fund through a follow-up appropriations bill. The overall spending tracks the numbers established in a 2023 agreement that then-Speaker Kevin McCarthy reached with President Joe Biden to increase the nation’s borrowing authority and avoid a federal default in exchange for spending restraints. Many senators had wanted to increase defense spending some $25 billion above what was called for in that agreement, but those efforts failed. Sen. Roger Wicker, R-Miss., who is expected to serve as the next chairman of the Senate Armed Services Committee, said the overall spending level was a “tremendous loss for our national defense,” though he agreed with many provisions within the bill. “We need to make a generational investment to deter the Axis of Aggressors. I will not cease work with my congressional colleagues, the Trump administration, and others until we achieve it,” Wicker said. House Republicans don’t want to go above the McCarthy-Biden agreement for defense spending and are looking to go way below it for many non-defense programs. They are also focused on cultural issues. The bill prohibits funding for teaching critical race theory in the military and prohibits TRICARE health plans from covering gender dysphoria treatment for children under 18 that could result in sterilization. Rep. Adam Smith of Washington state, the ranking Democratic member of the House Armed Services Committee, said minors dealing with gender dysphoria is a “very real problem.” He said the treatments available, including puberty blockers and hormone therapy, have proven effective at helping young people dealing with suicidal thoughts, anxiety and depression. “These treatments changed their lives and in many cases saved their lives,” Smith said. “And in this bill, we decided we’re going to bar servicemembers’ children from having access to that.” Smith said the number of minors in service member families receiving transgender medical care is in the thousands. He said he could have supported a study asking medical experts to determine whether such treatments are too often used, but a ban on health insurance coverage went too far. He said Speaker Mike Johnson’s office insisted upon the ban. Rep. Chip Roy, R-Texas, called the ban a step in the right direction, saying “I think these questions need to be pulled out of the debate of defense, so we can get back to the business of defending the United States of America without having to deal with social engineering debates.” Smith said he agrees with Roy that lawmakers should be focused on the military and not on cultural conflicts, “and yet, here it is in this bill.” Rep. Hakeem Jeffries, the House Democratic leader, said his team was not telling Democrat how to vote on the bill. He said he was still evaluating the legislation as of Wednesday morning. “There’s a lot of positive things in the National Defense Authorization Act that were negotiated in a bipartisan way, and there are some troubling provisions in a few areas as well,” Jeffries said. The defense policy bill also looks to strengthen deterrence against China. It calls for investing $15.6 billion to build military capabilities in the Indo-Pacific region. The Biden administration had requested about $10 billion. On Israel, the bill, among other things, includes an expansion of U.S. joint military exercises with Israel and a prohibition on the Pentagon citing casualty data from Hamas. The defense policy bill is one of the final measures that lawmakers view as a must-pass before making way for a new Congress in January. The Senate is expected to take up the legislation next week. Nominations Open for 2025 Defense IT Summit Flywheel AwardsBy Marshall Cohen , CNN Smartmatic, the voting technology company suing Fox News over its promotion of 2020 election lies, is trying to obtain evidence from the secret court battle between Rupert Murdoch and his children over the future of his right-wing media empire. For the first time, Smartmatic has gone directly to the probate court in Nevada and asked a commissioner to turn over some of the secret documents in that case, a source told CNN. The voting technology company wants to examine sealed documents from the family fight that it thinks will bolster its defamation lawsuit against Fox, according to a source familiar with recent filings in the Murdoch trust case. The source said these documents could include transcripts of depositions or trial testimony from media mogul Rupert Murdoch and his and family members, who control Fox's parent company After Donald Trump lost the 2020 election, many of Fox News' on-air hosts and guests falsely accused Smartmatic of rigging the results to help elect Joe Biden. Those lies are at the heart of Smartmatic's massive defamation suit against Fox News and its parent company, Fox Corporation. The Fox entities vehemently deny that they defamed anyone. The Murdoch family has battled over succession in compete secrecy in a Reno court. Earlier this month, a probate commissioner rejected an attempt by Murdoch, 93, to retool the irrevocable family trust so his most conservative son, Lachlan, could singularly lead Fox Corporation after his death, instead of sharing power with his three siblings as planned. The source said Smartmatic's filings say testimony from the Nevada case might contradict past assertions in the 2020 election litigation, where Fox claimed control of the parent company doesn't impact the editorial direction of Fox News. In the Nevada case, Rupert has argued that Lachlan must succeed him in order to maintain his outlet's right-wing political bent. On the public docket in Nevada, there are indications that an outside party filed a motion last week. The records are sealed and CNN has not obtained Smartmatic's filing. A Fox spokesperson and attorneys for the Murdochs did not immediately respond to a request for comment. Lawyers for Fox previously said in Smartmatic's election defamation case that they oppose disseminating the records from the family trust fight. "That litigation is entirely irrelevant to this case," Fox lawyer Winn Allen told a judge during a hearing last month. "That is litigation pending in a Nevada probate court, and concerns changes that Mr. Murdoch made to the family trust in 2023, years after the alleged conduct in this case... It has nothing at all to do with the issues in this case." CNN previously reported that the Nevada probate commissioner eviscerated Rupert and Lachlan for acting in "bad faith" to manipulate the family trust, rejecting their bid to amend the family trust. They can appeal the decision. That ruling was sealed. The New York Times, which obtained the full 96-page ruling, reported that the commissioner further concluded Rupert's proposal was a "carefully crafted charade" and that his representatives "demonstrated a dishonesty of purpose and motive." Smartmatic's defamation case against Fox is slated for trial next year in New York, unless there is an out-of-court settlement, which is common in these cases. Smartmatic is also trying to obtain the Nevada records through the discovery phase of the New York litigation. The lawsuit is just one of many 2020-related cases that are still pending in the courts. Smartmatic is suing Trump allies Mike Lindell and Sidney Powell. The company has settled similar litigation against conservative network Newsmax and the far-right channel One America News. A separate but similarly aggrieved voting technology company, Dominion Voting Systems, famously settled with Fox for more than US$787 million after jury selection began in that defamation trial last year. Dominion is still suing Newsmax, OAN and other Trump allies. All of the media outlets and Trump allies facing lawsuits deny wrongdoing. - CNN
