The government of French President Emmanuel Macron has been locking horns with Israel more often in recent months and had previously indicated it would respect the ruling of the court . Its statement immediately after the arrest warrant was issued last week felt deliberately vague, stating only that: “True to its long-standing commitment to supporting international justice, it reiterates its attachment to the independent work of the court”. Yet France has now shifted to a new position, publishing a diplomatic communication on Thursday stating that the nation respects its international obligations, both to the International Criminal Court of which it is a member nation, but also towards third party nations which aren’t members, like Israel. The French government asserted: “a State cannot be required to act in a manner inconsistent with its obligations under international law with respect to the immunities of States not party to the ICC. She will insist that areas focused on Prime Minister Sir Keir Starmer’s “plan for change”, which includes targets to improve living standards across the country and build 1.5 million homes, must be prioritised. Ms Reeves said: “By totally rewiring how the Government spends money we will be able to deliver our plan for change and focus on what matters for working people. “By reforming our public services, we will ensure they are up to scratch for modern day demands, saving money and delivering better services for people across the country. That’s why we will inspect every pound of Government spend, so that it goes to the right places and we put an end to all waste.” Under the Treasury’s plans, departments will ensure budgets are scrutinised by “challenge panels” of external experts including former senior management of Lloyd’s Banking Group, Barclays Bank and the Co-operative Group. (AP) — California, home to some of the largest technology companies in the world, would be the first U.S. state to require mental health warning labels on social media sites if lawmakers pass a bill introduced Monday. The legislation sponsored by state Attorney General Rob Bonta is necessary to bolster safety for children online, supporters say, but industry officials vow to fight the measure and others like it under the First Amendment. Warning labels for social media gained swift bipartisan support from dozens of attorneys general, including Bonta, after U.S. Surgeon General Vivek Murthy called on Congress to establish the requirements earlier this year, saying social media is a contributing factor in the mental health crisis among young people. “These companies know the harmful impact their products can have on our children, and they refuse to take meaningful steps to make them safer,” Bonta said at a news conference Monday. “Time is up. It’s time we stepped in and demanded change.” State officials haven't provided details on the bill, but Bonta said the warning labels could pop up once weekly. Up to 95% of youth ages 13 to 17 say they use a social media platform, and more than a third say that they use social media “almost constantly,” according to 2022 data from the Pew Research Center. Parents’ concerns prompted Australia to pass the world’s first law banning social media for children under 16 in November. “The promise of social media, although real, has turned into a situation where they’re turning our children’s attention into a commodity,” Assemblymember Rebecca Bauer-Kahan, who authored the California bill, said Monday. “The attention economy is using our children and their well-being to make money for these California companies.” Lawmakers instead should focus on online safety education and mental health resources, not warning label bills that are “constitutionally unsound,” said Todd O’Boyle, a vice president of the tech industry policy group Chamber of Progress. “We strongly suspect that the courts will set them aside as compelled speech,” O’Boyle told The Associated Press. Victoria Hinks' 16-year-old daughter, Alexandra, died by suicide four months ago after being “led down dark rabbit holes” on social media that glamorized eating disorders and self-harm. Hinks said the labels would help protect children from companies that turn a blind eye to the harm caused to children’s mental health when they become addicted to social media platforms. “There's not a bone in my body that doubts social media played a role in leading her to that final, irreversible decision,” Hinks said. “This could be your story." Common Sense Media, a sponsor of the bill, said it plans to lobby for similar proposals in other states. California in the past decade has positioned itself as a leader in regulating and fighting the tech industry to bolster online safety for children. The state was the first in 2022 to bar online platforms from using users’ personal information in ways that could harm children. Defense attorneys raised doubts about whether Neely died from the chokehold, citing his schizophrenia, drug use and a genetic health condition. Bowman was defeated by Westchester County Executive George Latimer in New York’s 16th District Democratic primary earlier this year. The former Bronx middle school principal faced criticism for opposing Israel’s war against Hamas and for infamously yanking a fire alarm in a Capitol office building in September 2023. Bowman pleaded guilty to a misdemeanor charge, agreed to a $1,000 fine and was later censured by the House over the fire alarm pull. LINCOLN — The chair of Nebraska’s Appropriations Committee says there likely isn’t room for any new property tax relief after learning that the state is facing a $432 million shortfall heading into its next budget cycle. Nebraska’s projected financial status for the upcoming two-year budget shows an ending balance of more than $432 million below the minimum reserve, which is nearly $490 million below the previous projections set at the end of the State Legislature’s special session in August. The shortfall would have been even larger, had lawmakers not also approved a $200 million transfer from the state’s cash reserve during the special session earlier this year. Lawmakers and other state officials heard about the numbers at the Nebraska Legislature’s Tax Rate Review Committee meeting Wednesday, Nov. 20. The committee meets twice a year to learn about changes in projections and new data that could affect the state budget, with the next one covering fiscal years 2025-26 and 2026-27. Legislative Fiscal Analyst Keisha Patent, who presented the report, said the shortfall is due to several factors. Deficits for fiscal year 2024-25 exceeded the allocations to cover those deficits by about $73.7 million, and agency requests exceeded previous estimates by about $126.8 million. Also, Patent said the shortfall reflected the latest projections from Nebraska’s Economic Forecasting Advisory Board in late October, which predicted minimal revenue growth and projected state revenues for the current fiscal year to be about $141 million below prior forecasts. The forecasting board will meet twice more before lawmakers approve the state budget at the end of the 2025 legislative session. State Sen. Robert Clements of Elmwood, the current appropriations chair, said lawmakers need to address the shortfall next session. The report released Wednesday projects that if left unaddressed, the shortfall would balloon to more than $1.1 billion by the end of fiscal year 2028-29. Clements said the shortfall can be partially covered by transfers from the cash reserve and various other cash funds, but that won’t cover it entirely. He said the Appropriations Committee will have to search for other reductions in order to accommodate it. Lawmakers spent a month of extra time in the Capitol this year during a special session to deal with property tax relief, the top priority for Gov. Jim Pillen. They ended the special session with a scaled-back plan that increased relief 3% statewide and capped property tax collections by cities and counties. Pillen has made clear he expects further progress on tax relief in future sessions, having previously stated his goal was to cut Nebraska property taxes by 50%. But Clements said there doesn’t appear to be any room for further relief in the near future based on the latest numbers, though he also said the Legislature will be able to retain the relief measures that passed during the special session. Sen. Lou Ann Linehan of the Omaha area, the term-limited current Revenue Committee chair, was more skeptical of Wednesday’s report. “When the new Legislature gets here in January, they will look at these numbers and think we’re broke,” Linehan said. “I experienced this, the first year I was here, and we were told we were broke, and we ended up not being broke.” During Linehan’s first year in the Legislature in 2017, lawmakers were facing a potential $1 billion shortfall, which they answered with $137 million in midyear budget cuts.
