MINOT — Gov. Doug Burgum will be the governor for only 11 more days. Despite this, he was obliged to deliver a budget address to a joint session of the North Dakota Legislature, which is in Bismarck meeting for its organizational session. ADVERTISEMENT This makes no sense. The budget address represents Burgum's priorities, which, while there is no doubt a significant amount of overlap, are not necessarily those of Gov.-elect Kelly Armstrong, who voters chose to replace Burgum in November. Which means that Burgum's address to lawmakers was a colossal waste of time. This isn't Burgum's fault, as, again, the budget address is obligatory, but the degree to which he indulged himself during the speech sure is. Burgum joked at the beginning of the address that he'd been given an hour to speak but would talk for as long as he wanted to anyway. Boy, did he, speaking for nearly one hour and 45 minutes. No wonder this guy has had such a rocky relationship with the Legislature (you can watch the full address here). Burgum's speech was one part self-congratulatory victory lap and one part detailed budget proposal. The latter is pointless because, again, Burgum will only be in office for 11 more days, so the whole thing was an exercise in Burgum patting himself on the back. Don't get me wrong, Burgum has accomplished some meaningful things during his time in office and deserves credit for them. He was also, I'll admit, open-handed with his praise for other state officials and the lawmakers. I don't want to come off as mean. Anyone familiar with my work knows I've been deeply disappointed with Burgum since he decided to further his political career by betraying his moderate inclinations and going full-on MAGA. It's just that I'm not sure going the better part of an hour over the schedule with a superfluous budget address is all that couth, whoever it is that's doing it. ADVERTISEMENT And I'm not sure why we're spending time and taxpayer dollars on a budget address that, as a practical matter of policy, doesn't amount to a hill of beans. It's time for lawmakers to put an end to this, so that in four years hence (or eight years, if he's reelected) we're not subjected to outgoing Gov. Kelly Armstrong standing before the Legislature delivering a budget address that may or may not reflect the priorities of his just-elected successor. We need to shake up the timing so that we aren't wasting time on a pointless budget address from a lame-duck governor who won't be involved in the budget and policy decisions of the upcoming legislative session. Section 54-03.1-02 of the North Dakota Century Code requires the Legislature to meet for an organizational session no earlier than Dec. 1 and no later than Dec. 15 of even-numbered years. In cycles when we elect a new governor (or reelect an incumbent), the swearing-in happens on Dec. 15. It seems like we could tweak this timing. Maybe the law could establish the swearing-in date for new governors as the first day of the organizational session. However we do it, we should ensure that the person delivering the budget address — who spent what is likely a not-small amount of state resources on crafting the complicated speech — is the same person who will be in office while the budgets and policies for the next biennium are set.In conclusion, the idea of obesity's memory highlights the complex nature of weight regulation and the challenges faced by individuals in maintaining long-term weight loss. Kensington's town council has reversed its plans to help fund a set of pickleball courts, a week its mayor resigned over the issue, saying the small P.E.I. town couldn't afford them. On Nov. 25, council voted 3-2 to spend about $289,000 on a six-court pickleball facility, or possibly less if fundraising efforts came up with some cash. The Canada Games Legacy Fund would provide another $270,000. Rowan Caseley, who was in his 10th year as mayor, had been vocal in insisting the money could be better spent elsewhere, given the town already had four places for people to play pickleball. He saw his fellow councillors' action as a "vote of non-confidence" in his leadership and resigned that same night. Now, after a closed-door meeting Tuesday night, councillors have voted to reverse the original decision to fund the facility. Mayor of central P.E.I. town quits after his council backs a pricey pickleball project In a news release Wednesday, the town said that after the original vote, members of the local pickleball club said they would not be able to fundraise for, manage or maintain the facility. How a pitch for new pickleball courts led a longtime P.E.I. mayor to resign 8 days ago Duration 2:32 After many years in the Kensington mayor's chair, Rowan Caseley has quit. His sudden decision followed a lengthy and emotional debate around whether the town could afford a complex of new pickleball courts, in an era when requests for things Caseley calls "needs" have been rejected because the money just wasn't there. "This pickleball court is something that is a want," he said. "While they were excited at the prospect of a new pickleball facility in the community, the development of pickleball courts does not align with the current priorities of the local pickleball club," the release said. "It was the town's original understanding that the pickleball club was committed to fundraising towards the capital cost and the operations and maintenance of the facility, which formed an integral part of why the original direction to staff to proceed with the project was given." Given that Kensington has several other projects in the planning stages, the news release also said, the town did not have the staffing resources to take on another one. Those include "playground improvements, sidewalk replacements, expansions to the town's wastewater treatment and collection systems, and projects that improve operational efficiency." This issue has been divisive within our community. My hope is that we can now put this behind us and continue working together to build and strengthen our great community. — Acting Mayor Jeff Spencer Acting mayor Jeff Spencer was quoted in the news release as saying councillors would continue to seek other ways to enhance the town's recreational offerings. "This issue has been divisive within our community," he noted. "My hope is that we can now put this behind us and continue working together to build and strengthen our great community." Spencer also said: "We appreciate the input from the local pickleball club and their honesty about their current priorities and capabilities." Pickleball explained 11 years ago Duration 2:03 Pickleball aficianado Garth Matthews demonstrates the finer points of a racquet sport becoming popular in eastern P.E.I. Reached on Wednesday, Caseley said he was not pleased he had to take such a "drastic step," but has no regrets about his decision to resign. "I've got to look at there being some success, because that was the big problem that I had, was with the project moving forward and not having the resources to be able to do it," he said. "So if that cancelled the project, then I guess that's worth me resigning over." The town has until May 25 to hold a byelection for a new mayor.

The celebration that followed was nothing short of legendary. The entire village came together for a night of feasting, dancing, and revelry, their spirits soaring as high as the stars above. The players, once humble farmers and laborers, were now hailed as heroes, their names etched in the annals of football history.

The incident serves as a reminder of the challenges inherent in balancing national security concerns with humanitarian imperatives, and the need for collaboration and cooperation to address complex issues effectively.
